You've done it again. Quite the eye catching OC.
Not familiar with this OC's background / profile, so I don't know the facts behind the glittery tail, but it is a very neat looking effect. Only change I would make (if it's still in canon with the OC) is to make the midnight blue portion slightly transparent.
DEM ADORABLE SOCKS! How are you so good at that!? Hax I says! Oh, and the cape is cool too. Just kidding, the cape looks very good. The wrinkling looks realistic, and detailed; slightly rising in the back because it's hitting the base of her tail. I'm not sure about the mouth placement. It seems... odd, to me.
The horn glow looks good, but I almost missed it. Could be a bit more pronounced, IMO.
